The Insurance Division of the Hawaii State Department of Commerce and Consumer Affairs (DCCA) oversees the state's insurance industry, which involves issuing licenses, examining the fiscal condition of Hawaii-based companies, reviewing rate and policy filings and investigating insurance-related complaints.

With seven branches handling many aspects of insurance regulations, the Division was seeking to implement a data system that would be shared among all branches.

DCCA chose DataHouse to analyze its business processes and implement a computing system that would improve inter-branch data management and ease administrative processes.

Developing the System

DataHouse business analysts conducted extensive research into DCCA's business process. This involved interviewing user groups, reviewing existing documentation, assessing current software systems, examining office workflows, assessing required data access levels and gathering report specifications. In addition to assessing needs for each participating branch, DataHouse assessed inter-branch communication needs.

With Oracle as the organization's platform, DataHouse developers designed software screens and functions to address data needs. Part of implementing the new system involved converting data to the Oracle platform. Quality assurance specialists played a key role in ensuring that the applications would perform as designed.
